Mr. Speaker. there are literally hundreds of thousands of people who wish to leave the Soviet Union. Through blatant repression. and in violation of the Helsinki accords. these dissidents are forced to stay in the Soviet Union. One such dissident. who is an outstanding individual. is Viktor Brailovsky. In 1972 Dr. Brailovsky sought to emigrate. He was turned down and since that time has been constantly harrassed by Soviet officials. Dr. Brailovsky is recognized as an outstanding scientist. yet to punish him for his desired freedom he lost his job. He has been arrested and jailed on many occasions.
