Mr. Speaker. we cannot protest strongly enough to the Soviet Government our concern about their own citizens who are badly treated and harassed. It is the responsibility of everyone who enjoys the benefits of freedom to let their voice be heard when an injustice is committed. This is clearly the case with the Soviet Governments treatment of Dr. Viktor Brailovsky. a prominent scientist and leader to the Soviet Jewish emigration movement. Dr. Brailovsky has been imprisoned since November. but his harassment by the Soviet Government began 8 years ago. In that time. he has lost his job. been arrested and jailed many times. and his home has been searched and valuable papers of his were confiscated.
