Mr. Speaker. let me join my distinguished colleagues in the House in protesting the treatment of Dr. Viktor Brailovsky by the Soviet authorities. There is no reason at all for this treatment of Dr. Brailovsky. What was his crime? He asked to leave the Soviet Union. together with his wife and children. He was refused permission to go by the Soviet authorities. Since this refusal. Dr. Brailovsky has been active in the work of the Jewish emigration movement. He is the editor of the unofficial journal. Jews in the U.S.S.R. In the eyes of Soviet authorities this compounded his crime.
