It is most difficult. and rightly so. for these veoole to really believe Soviet assurances that if they return to Siberia. then their emigration would be guaranteed. especially now. at a time when renorts verify that the Soviets are stepping up their crackdown on dissenters. There is evidence that in the last 15 months over 200 such dissenters have been given severe sentences. I submit that the United States cannot. with good conscience. condemn these families to the same fate. to return to Siberia. Instead. we who are the cosoonsors of this bill are proposing that the United States of America. the pillar of hone to those parts of the world where freedom is denied. must come to the defense of human rights and religious freedom by granting citizenship to these brave people.
