I understand that others have made similar suggesions. Efforts to coax the Vashchenkos and Chmykhalovs to leave proved fruitless. They believe. and we share thei feelings. that if they leave the Embassl without U.S. protection and withou completed Soviet emigration visas. the will suffer harsh treatment and harass ment at the hands of the Soviets. Our legislation guarantees them prop er treatment in the embassy for th duration of their stay. Their "status and the constitutional protection tha it brings with it will enable them to re main in the embassy until a resolutloi is reached. thereby insuring their safety It should also clarify their status relativ to mail. visitation. and work privileges.
