Congress also recognizes the present inability of the United States Government to derive internally consistent longterm projections of the United States and global trends in population. resources. and the environment. and the lack of effective means to adjust our foreign and domestic programs to the effects of population changes. "(b) Congress declares that the Federal Government has the responsibility for coordinated planning for population change and declares as a national goal eventual population stabilization. It is the continuing policy of the Federal Government. consistent with other essential considerations of national policy and in cooperation with State and local governments as well as other concerned public and private organizations. to use all practicable means and measures. including financial and technical assistance. to foster and promote the general welfare by creating and maintaining conditions under which it is possible to stabilize the Nations population at a level which is consistent with a high standard of living relative to available resources. with a respect for the environment. and without major social or economic dislocations. at the earliest possible time. In attaining population stabilization. an immigration policy. consistent with this goal. is essential. Further. it is the intent of Congress that the foreign policy of the United States include these same goals of encouraging global population stabilization and attainment of a longterm balance between human population. resources. and the environment. "(c) Congress declares that the Federal Government must improve its capability to coordinate and improve domestic and global population. resource and environmental projections and to assess their impact on national security. It is the policy of the Federal Government to develop and maintain this capability and to coordinate decisonmaking. both domestic and international. with these projections. "�403.
