Mr. President. during the 96th Congress. I introduced legislation that would amend the Immigration and Nationality Act to permit mentally retarded minors. who attain adulthood during the process of their application for citizenship. to become naturalized U.S. citizens in their own rights. When I originally introduced this bill. I felt that it was legislation that was merited and indeed necessary and I have not since that time received any other information that would contradict its importance. This legislation. in my judgment. is necessary for several reasons. primarily because enactment will again demonstrate the continued compassion of America for those in need. while still preserving the integrity and the continuity of the family unit.
