Now. granted. this amendment was added in the Senate. We have discussed it here with the chairman and the other Members. The problem is this: In my area. in the State of Texas. the Federal laws related to immigration have allowed a tremendous amount of legally accepted alienswe are not talking about illegal but legally accepted alienswho have impacted mostly on the border the schools to such an extent that it has become impossible to even house them. In the State of Texas. the State legislation provides no assistance at all for buildings or plant. only for the technical part. teachers pay. and so forth. All of the plant building comes from local taxation. and in areas as poor as mine. the tax burden. as everywhere.
