The past 5 years have shown that the Government of the Soviet Union has repeatedly and with impunity violated both the provisions and spirit of the CSCE. The citizens of the U.S.S.R. who have. in good faith. attempted to monitor the fulfillment of the Final Act have met with a concerted campaign by the Government of the U.S.S.R. to stifle their voices. Among the growing number of Soviet "refusenicks" (those refused the right to emigrate). there are many individuals who have sought permission to leave the Soviet Union in order to be reunited with their families. but have been arbitrarily denied permission. There is no valid reason for their refusal or that reasons given so many years ago. should still be considered valid. Let me be more specific.
