I am fully aware of the dissatisfaction of many farm employers with the nuisance of overregulation. In this particular act and in many others I have consistently voted since I have been in the Senate for measures which could. in whatever way possible. reduce the burden of regulation and the burden of paperwork not only on our farm communities but on business and the general public as well. But I am concerned about this from the standpoint which has been alluded to by the distinguished Senator from New York. in that it does represent the only tool we have. legislatively. to deal at the present time with the illegal alien and illegal worker problem that we have in this country. This is not an inconsequential problem. We do not know the full dimensions of it. But the sentiment seems to be that it has reached such proportions that the time has come when we must give very serious consideration to a comprehensive program dealing with the question of the employment of illegal aliens in the country. I am sure my colleagues are aware that the special Commission on Immigration Policy is winding up its work. It has met recently and reports are that it will recommend that we put in place legislation that will deal with the question of illegal aliens and will include the imposition of sanctions against those employers who knowingly hire illegal aliens. I support that kind of move. as I feel it is necessary. Mr.
