During that time CHARLIE has distinguished himself as one of its hardest workers and most progressive Members. and certainly no Member of the House is more- engaging personally than CHARLIE. As a member of the Ways and Means Committee. CHARLIE VANIK has been a leader in efforts to reform the tax code and has labored successfully in behalf of free trade. He has been in the forefront of efforts to secure unfettered emigration for people forced to live under totalitarian regimes. Mr. Speaker. the years of my own service in this body have been made more pleasurable and productive because of our distinguished colleague from Ohio.
