I found my colleague from New York propounding a very interesting idea. I suppose on his thesis we would have to count diplomats. we would have to count visitors. just as if there is no difference. I am very interested in what my colleague from California stated. I understand the dilemma. He did indicate that he wants fair elections. I would like to ask the question whether or not we can have fair elections if illegal aliens have been counted for the purpose of apportionment and would that not be the situation. we would have if the McDade amendment does not pass?
