It was adopted by a vote of 22 to t First of all I want to commend my ( colleague. the gentleman from Penn- c sylvania for bringing this to our attention. It is a serious i problem. even though I differ with him on the remedy for the problem. What this has to do with is the census and whether or not illegal aliens shall be counted for purposes of apportioning seats in the House of Representatives. There are a great variety of views on this subject. probably right here on the floor of the House. and it is a serious constitutional question as well. I happen to believe they should not be counted for purposes of seats in the House. but they most certainly should be counted for purposes of Federal money. It is not the local government or the States fault that illegal aliens come into our country. It is a Federal Government responsibility. But here and now I believe is not the place or the time to debate that.
