His effective leadership. high moral standards. and explicit attention to detail will be greatly missed by all of us who will be returning in January. His accomplishments in the House over the years have been many. but perhaps none of his achievements is more sterling than the noble human rights legislation that proudly bears his namethe JacksonVanik amendment to the Trade Reform Act of 1974. This genuine contribution to the freer emigration of people the world over has directly and positively impacted upon the lives of thousands of individuals and their families. Congressman VANis courage. tenacity and foresight is to be applauded and his deep concern for the well being of those who are denied opportunities both at home and abroad is to be vigorously commended. It is an accurate measure of this outstanding man that he has close personal contacts not only in our Capital. but with heads of State and captains of industry in capitals throughout the world.
