Mr. Speaker. I include for the RECORD a copy of a news article from the New York Times which describes a further attempt by the Russian Jews seeking to emigrate to Israel to bring to the attention of the world their continued plight of harassment by the Soviet authorities. I have written a note to Ambassador Dobrynin urging that those Jews wishing to emigrate to Israel be allowed to do so and to protest the many hardships that they must suffer after they indicate their intentions to leave the Soviet Union. Human rights must be more than words on a piece of paper and we in Congress must continue to do everything within our power to see that those countries who have signed the Helsinki agreement live up to their commitments.
