I would like to take this opportunity to compliment the members of the Subcommittee on Immigration for the diligence that they have shown in trying to resolve the many problems that the Immigration Service faces. I want to thank them for their cooperation in making this legislation possible and other important legislation upon which the subcommittee has acted. Mr. Speaker. this legislation will make major improvements in the operation of the Immigration Service. It will remove redtape and unnecessary paperwork and will make the enforcement of the laws more effective and more equitable. I urge its passage.
