Mr. Speaker. the evidence is incontrovertible that the Soviet Union has broken every commitment contained in the 1975 Helsinki Final Act accord. The Soviets haveWaged a systematic campaign of repression. in violation of the accord. to stamp out dissent. Hundreds of Soviet dissidents have been arrested. exiled or confined in psychiatric hospitals. Drastically curtailed the emigration of Soviet Jewsfrom 50.000 in 1979 to a current monthly rate of roughly 1.000. Renewed jamming of Western radio broadcasts. despite a promise to make information from abroad more readily available. Invaded Afghanistan and stationed 85.000 troops there. In the Helsinki document. the Soviets expressly agreed to "refrain * * * from :the threats or use of force against the territorial integrity or political independence of any state." Notwithstanding the Madrid Review Conference now underway among 35 signatory members. there exists a clear record of Soviet noncompliance. violation and disregard for the provisions of this act.
