I rise in support of the conference agreement on S. 988. but would like to express reservations regarding a miscellaneous provision included in the conference agreement relating to alien foreign medical graduates (FMGs). The provision in ouestion amends the Immigration and Nationality Act to extend for 1 year an existing authority which permits a hospital that is presently heavily dependent on FMGs to meet its service requirements to recruit FMGs under relaxed immigration restrictions in order to avoid seriously disrupting the hospitils ability to d.liver critical servicesthe socalled substantial disruotion waiver provision. Mr. President. the need for the extension of this waiver provision is unquestionable.
