Mr. Speaker. just because the subject of Southeast Asias boat people has disappeared from the front pages of our newspapers does not mean that they no longer exist. They do. in refugee camps. at border stations. and floating about the South China Sea in flimsy craft. subject to all manner of disasters. Our Nation. though more generous than most in welcoming them to our shores. has not gone as far as it could really go because we have no comprehensive policy for dealing with refugees. Something that we tend to forget is that America is a nation of refugees. All of us at one time or another came from someplace else. In the autumn 1979 issue of the Washington Quarterly.
