Mr. Speaker. another aspect of this conference to which I would like to make reference relates not to the formal actions or formal proceedings in which the delegates to the East Berlin meeting participated. but to the private and informal discussions which took place off the conference floor. during the breaks in our proceedings and at the various receptions and informal gatherings which we attended. During these informal discussions. we are able to develop a broadbased framework of understanding on issues of mutual concernissues affecting the economy. our national security. and such perplexing problems as first. refugees. second. the Iideast stalemate and third. energy. Mr. Speaker.
