I would remind the administration that it is imperative that they seek a method to identify these individuals and parole them as CubanHaitian entrants (status pending). As of yet. there has been no policy announcement regarding the postJune 19. 1980. arrivals. I see no reason for the administration not to include the postJune 19th arrivals. who are in the United States as of the passage of H.R. 7859. as CubanHaitian entrants. This policy would include the maximum number of individuals and relieve the localities from the burden of providing the needed services for these refugees. Without coverage for these two groups. States and localities will continue to bear the brunt of the fiscal costs for supporting these Cuban and Haitian nationals.
