Costs. Total cost over the 3 years are estimated at between $90 million and $127 million depending on whether you use the State Department task force figures (low) or CBO figures (high). Goodling amendment. adopted in committee. insures that any Federal funds received by a State or local school district on a statutory formula basissuch as impact aidunder any other Federal program for the purpose of refugee educational assistance would reduce. dollar for dollar. the amount entitled under any title in this bill. However. money received under discretionary grant programs for these same purposes would not be considered in the allocation formula. If the Federal Government does not accept its responsibility to pick up part of the cost of educating these children. the financial burden of refugee education will rest with State and local governments. Since these children are entitled to an education under our laws. the costs to the American taxpayers will be the same. regardless of which level of government is providing the funds. If these people are not educated. the likelihood of them becoming dependent on government aid programs becomes much greaterand much more expensiveto the Nation than the aid provided in this bill.
