The Nicaraguan Human Rights Commissionthe same one that documented abuses of human rights under the Somoza governmenthas recently completed several hundred pages of documentation of over 500 Nicaraguans who have "disappeared" within the Sandinista prison system. It may be assumed that many. or even most. of these have been murdered without trial. Eyewitnesses who have escaped from Sandinista prisons cite frequent incidents of wholesale nighttime executions. beatings. and other tortures. For these and other reasons. the case of the Nicaraguan exiles becomes a compelling one. The administration should move quickly to extend to them the protection of the Refugee Act of 1980. At the very least. their visas should be extended another 6 months to allow time for orderly decisionmaking. Mr. President.
