I introduced this bill on June 27. 1979 and an identical bill was introduced in the House of Representatives by Congressman LUNGREN. The bill would create a temporary worker program to legalize what is unenforceably illegal today. It is a logical program to aid in solving this terrible problem. Presently. the Select Commission on Immigration and Refugee Policy is considering this approach in their recommendations due in March of 1981.
