President. I am today introducing a private relief bill which. if enacted by Congress. would permit the Nicholas Valencia family to remain in the United States. This family. a resident of New York for 11 years. presently faces deportation because of misrepresentations made by Mr. Valencia in his application to enter this country from his native Equador. All avenues of appeal open to Mr. Valencia have been tried. none has proven successful. despite the support of many New Yorkers. including Congressmen GARCIA and RANGEL who have made repeated attempts to convince the Immigration and Naturalization Service to allow the Valencias to remain in this country on humanitarian grounds. The sum of Mr. Valencias misconduct is as follows: He entered this country In 1969. understanding that for his entrance. a minimum of 4 years of work experience was required.
