Any doubts we might have had about Soviet willingness to use their chemical arsenal should have been dispelled by recent events in Indochina and Afghanistan. North Vietnamese and Pathet Lao troops used Russian supplied nerve gas in their campaign to exterminate the Hmuong tribesmen in Laos. Hundreds of the refugees pouring into Pakistan have testified to Soviet gas attacks on defenseless Afghan villages. In view of the alarming size of the Soviet stockpile of nerve gas. and their chilling willingness to use it. I believe it is essential for the United States to rebuild its stockpile of chemical weapons to serve as a deterrent.
