Mr. President. there is a provision in this bill referring to aliens. which is within the jurisdiction of the Judiciary Committee. I believe the House had included this provision which the Senate Appropriations Committee has stricken: Provicded furth.er. that none of the funds appropriated in this title may be used to carry out any activities for or on behalf of any individual who is known to be an alien in the United States in violation of the Immigration and Nationality Act or any other law. convention. or treaty of the United States relating to the Immigration. exclusion. deportation. or expulsion of aliens. Mr. President. it seems to me that the House position on that particular matter is a sounder position than was taken by the Senate Appropriations Committee. I do not know of any particular reason why our Government should finance aliens in this country when they are violating the Immigration and Nationality Act. If they are going to come here in violation of the law. it seems to me that they ought to have to provide their own legal services. I am not going to make any long statement on this. but I think it would be hard to explain to the people of this country why this Government should provide legal services to people who are here in violation of the law.
