We must have adequate professional forces to impose our will on the Third World. I am willing to say that. as a matter of American doctrine. that there are those moments in life when we are going to disagree with other people. and it is my belief that when we fundamentally disagree with somebody we should win. Sixth. we need to develop a paramilitary capability to contain terrorism. whether it is the Irish Republican Army. the PLO. hijacking. or Qadafis sending of Libyan assassins into a country to kill political refugees. There is nothing new in terrorist activities and there is nothing new in random lawlessness. In some ways. the British suppression of piracy in the 1720s is a model of appropriate behavior.
