Our Jewish friends have just celebrated the High Holy days which mark the 5741st year of the Jewish calendar. I wish to share with my colleagues an editorial from the Jewish Times which calls for a regeneration of moral standards and justice and reaffirms Israels longstanding desire for a peaceful relationship with its Middle East neighbors. The writer also discusses the decline in Soviet Jewish emigrationa disturbing decline that I and many of my colleagues in Congress recently addressed in letters to Leonid Brezhnev and the chairmen of the U.S. delegation to the Madrid Conference of the Commission on Security and Cooperation in Europe. These letters seek relief for the many Soviet Jews not permitted to leave the Soviet Union because of the unjust enforcement of firstdegree kinship regulations in the Soviet Union. Such regulations contravene the Helsinki Final Act and account for the fact that Soviet Jewish emigration this year has declined by almost 40 percent since last year. A desire for world peace and a respect for political integrity are traditional values that America shares with Israel. Now is an appropriate time to recommit ourselves to people who share these values.
