To do so would result in discriminatory treatment for farms of equal size and operation. Still another example is where the Department of Labor has held that a farmer or other agricultural employer is not engaged in hiring "solely for his own operation" if he does not have title to the particular commodity. By this reasoning. a feedlot operator was cited as a farm labor contractor on the basis that since he did not have title to the cattle placed in the lot he. in effect. was furnishing migrant workers to individual ranchers. These socalled migrant workers were actually fulltime employees working in and around the feedlot. Mr. Speaker. no wonder the entire agriculture community is concerned with the Department of Labors interpretation and enforcement of the Farm Labor Contractor Registration Act.
