These people have suffered a long. long time. as the distinguished Senators from West Virginia already have indicated. They have exhausted nearly every remedy they know of in dealing with their Government. in trying to secure some assistance. When they see us appropriate here more than $500 million. for example. to accommodate the Cuban refugees who have come to this country very recently. just for the period between now and October 1. it is hard for them to understand why there cannot be some assistance that will provide for longrange correction of a difficulty with which they have suffered for generations. So while the approach by the Senator from West Virginia. who has offered the amendment that was accepted. is somewhat ingenious. the problem requires it. and I believe we should proceed with it as he Senate already has acted. I am happy to join him in support of that amendment.
