Mr. President. I find increasing dissatisfaction throughout Virginia with the mandate of the new Department of Education requiring regular instruction of foreign born students in "their strongest language." The newly created Department has lost little time in injecting the Federal Government deeper into the operation of local schools. Today I received a thoughtful letter from a longtime friend who has spent a lifetime either in the field of public education or from the outside as a strong and informed advocate. The letter is written to President Carter by Stewart Bell. Jr.. of Winchester. Va. Mr. Bell served 24 years on the Winchester City Council and 8 years as mayor.
