It consists in large part of a rejection of the concept of merit selection altogether. either as a logically possible ideal or as a fact in American history. Since all candidates. according to this theory. are indistinguishable. the selection can be made on the basis of politics. and the selectors can tell themselves that things have always worked that way. What students are being taught about the reason immigrants came here. or even about the American Revolution itself. can only be a matter for alarmed speculation. As for skepticism about merit itself. my own surmise is that it reflects affirmative actions origins in Government and university bureaucracies. institutions where output is not easily measured. Another feature of the defensive rationale for affirmative action is an unsubtle disbelief in the ideal of impartiality.
