Mr. Speaker. in order not to consult with the Congress. the President has resorted to a technicality of dubious foundation. in my opinion. to accept the more than 100.000 Cubans who have come in in excess of the 3.500 on which he did consult the Congress. I believe the Presidents actions. however humanitarian his motives may be or claimed tc be. are not within either the letter or thE spirit of the new law. and the inconsistencies of his reaction to the Cuban refugee crisis have posed a problem of huge dimensions for the country. Cubans ar( now being held at various locations in th United States. including a military bas not far from my district in the Midwest where it has been reported that four ou of five of the refugees being held in tha camp have criminal records. The Cubar refugee problem has become a crisis ix this and certain other localities and burden for the whole U.S. citizenry. an it did not have to happen. at least in sucl proportions. had the new law been car ried out as I believe it was intended t. be enforced. Mr. Speaker.
