Mr. Speaker. on June 4 of this year I took a special order to discuss with some of my colleagues on the House floor the serious problems resulting from the influx of Cuban refugees to this country. I rise today to reiterate the point I stressed then: That the President must consult with members of the House and Senate Judiciary Committees. as specified in the new Refugee Act signed into law in March of this year. concerning admission and treatment of refugees to the United States. Under the new Refugee Act. a total of 19.500 Cubans were authorized to be considered for refugee admission during fiscal year 1980. Depending which figures you read. somewhere between 120.000 and 130.000 Cubans. or more. have arrived on these shores since April. Only in the case of the first 3.500 did the President consult with the Congress as prescribed by law.
