Mr. Chairman. I rise in support of the committee amendment and would point out that certainly we can go back and look at our history. in terms of immigrants and those who have had different cultures and different language. but the problem is that we are comparing apples and oranges. This is the 20th century. and this particular phenomenon is somewhat unique. Indeed. in many of our communities. even though those with a significant Hispanic population have been in those communities for some time. we still find them somewhat isolated. It speaks to the fact that we have need of a special outreach to deal with a phenomenon that is occurring in the latter part of the 20th century.
