I rise to offer an amendment to prohibit nonimmigrant studentaliens from receiving Federal housing assistance. Stated simply. this amendment would prohibit the Department of Housing and Urban Development from providing housing assistance for the benefit of those individuals who are admitted to study in this country pursuant to 8 U.S.C. 1101 (a) (15) (F). This amendent is specifically directed at only those foreign students and would not affect the eligibility of resident aliens. foreign born spouses of American citizens. naturalized citizens or refugees admitted on political or humanitarian grounds. It is offered in response to a situation where these students are receiving the benefit of our scarce Federal housing assistance programs to the exclusion of the people that this program was intended to serve. This situation was brought to my attention by articles written by John Kostouros and published by the Minneapolis Tribune.
