All of the witnesses in hearings on this legislation agree that they do not have the resources to provide the total funds required to educate these newcomers. While some Members may feel that this legislation is a piecemeal approach. I would remind my colleagues that the administrations refusal to assume the same responsibility for aiding Cubans and Haitians that we have evidenced for other refugees has necessitated this action. I would urge my colleagues to support H.R. 7859 to relieve State and local education agencies from the impossible fiscal burden which now faces them. Education will play a key role in these childrens transition into our society.
