Mr. Speaker. all of the facts that we have referred to here today apply to another group which exists in my area on the Mexican border. There is a very difficult problem where we have an influx of legal and illegal aliens. A Federal court has now ruled in Texas that even though the children are illegal. they still have to be educated by the State and the local school district. Not wanting to in any way detract from the thrust of this legislation which deals with refugees. I would again like to solicit the assistance of my distinguished friend. the chairman of the committee. to assist us with the problem we have on the border. Mr.
