Mr. Speaker. section 203(a)(7) of the Immigration and Nationality Act authorized the conditional entry into the United States of 17.400 refugees annually who because of persecution or fear of persecution. or on account of race. religion. or political opinion. have fled from any Communistdominated country or from a country in the general area of the Middle East. or who are uprooted from their homes by natural calamity. Furthermore. section 203(f) of the act requires the Attorney General to submit a report containing a complete and detailed statement of facts in the case of each alien conditionally entered pursuant to the above section. In accordance with this section of law. the following report summarizing the operation. of the refugee section was referred to the Committee on the Judiciary:
