Mr. Speaker. I support H.R. 6942. the International Security and Development Cooperation Act of 1980. which authorizes appropriations of $5.22 billion for military. bilateral. and multilateral economic and humanitarian assistance programs. refugee assistance. the Peace Corps. and related programs. For some time. the Congress as well as the general public have been extremely concerned regarding U.S. foreign policy. Foreign aid. both military and economic. is the best tool for addressing our concerns. It is my contention that helping countries by providing economic and developmental assistance and humanitarian assistance to enhance peace and political stability in Third World countries as well as those elsewhere is fundamental and contributes to our everending search for world peace.
