Refusniks and prisoners of conscience need our reassurance that our congressional vigil in this regard will continue to be a top priority in all our contacts with the Soviet Government. I would like to also take this opportunity to pay tribute to another prisoner of conscience. Ida Nudel. Known as the guardian angel for her activities on behalf of Soviet Jewish prisoners of conscience. she was arrested in June 1978. for hanging a banner from her apartment window publicizing her request for permission to emigrate to Israel. For this crime she was sentenced to 4 years internal exile.
