Prestin was forcedto leave work in the computer field 11 years ago. Since his retirement. there have been two entirely new generations of computers. Vladimir. together with his family. has been applying for exit visas for the past 9 years. He has repeatedly been refused because of "secrets he obtained while working with computers. Mr. Prestin does not know. nor will the KGB tell him. what these socalled secrets are. In 1975. the United States. cne Soviet Union. and 33 other nations signed the Helsinki accords. which among other provisions guarantees freedom of emigration and reunification of families. The pledge made by the nations signing the Helsinki accords to respect human rights is not being kept by the Soviet Union. Our efforts must be intensified to reunite these brothers. sisters. mothers. and fathers scattered around the world.
