Air Force (10 U.S.C. sections 505. 3253 and 8253 (1970)) and regulations in the case of the U.S. Marine Corps and the U.S. Navy (USMC Military Personnel Procurement Manual. Volume IV. MCO P 1100.74. section 2006. January 1977 and Navy Recruiting Manuel: COMNAVCRUT COM Instruction 1130. 8A 2115 (2118. CH16. August 4. 1977)) prohibit enlistments except for citizens of the United States or persons "lawfully admitted for permanent residence." interpreted as holders of green cards. This bill makes the appropriate statutory changes for the U.S. Army and the U.S. Air Force and I am confident that the Depqrtment of Defense will make needed adjustments in Navy and Marine Corps regulations after congressional intent has been expressed.
