Mr. President. ample and generous regulations have already been drawn up to carry out that mandate. Now we are being asked to provide even greater outreach for migrant farmworkerseven to provide special fund setasides. And all of this without establishing a definition of what a migrant farmworker really is. Just yesterday. as Senators will recall. we were discussing definitions of migrant farmworkers as we debated the Farm Labor Contractor Act amendment. As the distinguished junior Senator from Oklahoma pointed out. that definition has become so extensive that in some cases. it covers nearly every type of farmworker conceivable. It is almost bordering on an outrage to attempt to expand outreach and funding for any particular group when we do not even know how to identify and define that group.
