I say that. as always. my colleague from New York has been extremely eloquent in his remarks. It is always with great hesitation that I enter into any discussion from an opposing viewpoint with him because he argues with such ability. But I say that the Senator from Oklahoma shares his deep concern about the past abuses of migrant labor in this country. I remember one of the early television documentaries which made a great impact upon me. In fact. it is one of the first TV documentaries I can remember. It was called. "Harvest of Shame." which talked about this very situation. The late Edward R. Murrow was among the first to delve in an investigative way into the conditions that existed for migrant laborers. I am sure that these conditions helped prompt the original piece of legislation and studies later of the late Mr. Murrow. for whom I briefly had the privilege of working.
