In 1974. after the act had been operating for a decade. continuing abuses by contractors and others were brought to the attention of the Congress. At least a part of the cause was to be found in the fact that in 1974 more migrant seasonal farmworkers were beng recruited. hired. transported. and "housed" by statonary farm employers and their employees than by registered farm labor contractors. So we adopted amendments intended to bring large numbers of formerly exempt independent farm labor contractors into the act. and also to bring within its scope a majority of farm employers and their employees. By expanding the scope of the act as we did.
