We started 18 months ago when we first started getting these complaints. Then I had the subcommittee proceed to investigate the administration of the act. Then an informal group of staff of the Labor Committee. the subcommittee and the full committee. entered into discussions wth the National Council of Agricultural Employers. the American Farm Bureau Federation. the Florida Citrus Industry. the National Food Processors Association. the American Association of Nurserymen. the National Cotton Council. the United Farm Workers. and the Migrant Legal Action Program. Along with staff. these representative groups proceeded for some period of time and met in great depth. They almost reached an agreement.
