The activities of the Federal Trade Commission are funded by this bill. and that agency has recently had a legislative veto attached to its regulatory proposals. In addition. however. there are other legislative vetoes applicable to the activities funded by this appropriation. For instance. the Attorney General is subject to a legislative veto for decisions relating to the deportation of aliens. and the State Department must submit decisions about foreign assistance fund transfers and foreign arms sales to Congress for review and possible veto. The basic issue. here. however. transcends the question of legislative veto. Even the few members who still do not support legislative vetoes. surely must support the doctrine of following the law when legislative vetoes are enacted and then duly exercised.
