Mr. Chairman. the statement has been made that this is not the total solution to the problem. I do not think anyone suggests that it is. but as a member of the Subcommittee on Immigration. I have heard a great number of experts talking about the various multifacets of the solution to this problem. yet there is universal agreement on one part. that is. that law enforcement has to be part of the total picture. whether we take other steps or whether we do not take other steps. I. for myself. happen to think we need a guest worker program. that we need an enforcement card. that we need sanctions against employers. and combined with all that we need law enforcement.
